Expanding the intended use of a medical device in the United States is often assumed to require new clinical investigations. However, FDA regulations and guidance recognize that published clinical literature when rigorously identified, assessed, and synthesized can serve as valid scientific evidence to support safety and effectiveness. FDA expects literature to be systematically identified, not selectively curated. Literature reviews used in submissions must be reproducible, comprehensive, and objectively documented. Further, the literature included must be systematically identified and critically evaluated in an unbiased fashion.
